This is a manual balloon whisk made entirely of stainless steel. The working end is a set of looped wires formed into a bulb. The handle is a thicker hollow steel tube with a closed hanging loop at the end. There is no plastic or coating on the handle, so the tool can go from mixing bowl to rinse water without extra parts to wear out.
The wire cage is meant for beating eggs, loosening batter, and mixing sauces or cream in modest volumes. A balloon shape moves more air into the mixture than a flat coil whisk. The thicker handle gives a firmer grip when the mixture gets heavy. The hanging loop lets the whisk drain after washing.

Shorter sizes suit a household mixing bowl. Longer sizes reach the bottom of a deeper bowl and are more practical when you mix larger batches. Match the whisk length to the bowl, not only to the recipe. A 20-inch whisk in a small bowl is awkward; a 10-inch whisk in a stockpot is slow.
Stainless steel does not rust in normal kitchen use if it is dried after washing. The wires should stay aligned. If they are bent, press them back gently rather than forcing the whisk through thick dough. This tool is for stirring and whipping, not for scraping a mixer bowl or prying baked food from a pan.
Wash with warm water and detergent. A bottle brush helps inside the handle opening if water collects there. Dry the wires and the handle. Hang the whisk from the loop so it air-dries.
